New era begins with Munroe as Mayor

Mayor-elect Tom Munroe set a brisk tone during his first few moments in charge Monday night.

Munroe, who succeeds six-term incumbent Gary Williams to office, began looking at the clock just before 7 p.m., the scheduled start of each City Council meeting.

At issue was the late arrival of City Attorney Sean Kelly, charged with swearing Munroe and three city councilors into office. When he learned the oaths could be administered by City Recorder Trudy Borrevik, Munroe acted.

“Let’s expedite,” he said, and took the office with Borrevik reading the oath, a catch of emotion in his voice as he recited the words.

As if on cue, the meeting clipped along through an agenda that included Munroe’s first State of the City Address, the naming of a Council president, appointments to various subcommittees and the request for proposal for the services of a new municipal court judge, among other items. Incumbent City Councilors Jeff Gowing and Heather Murphy then took their oaths, swearing to execute their duties to the best of their ability and support the laws of the constitutions of the United States and Oregon. Newcomer Kate Coy, elected to the Ward 4 position in November, was also sworn in.
